Instructions
In a small saucepan, combine the water and sugar. Bring to a boil, stirring until the sugar dissolves.
Reduce heat and add the basil leaves. Simmer for 1 minute.
Remove from heat and let the syrup steep for 30 minutes.
Strain through a fine mesh strainer or cheesecloth into a sterilized glass jar.
Discard (or compost!) the basil leaves.
Store in the refrigerator for up to a week or freeze it for later use.
